TOWN OF MINDEN

SNOW REMOVAL PLAN
2008

In the event of severe weather resulting in accumulations of snow in the historic downtown Minden (i.e. 1st Street to 10th Street inclusive, Esmeralda and Mono) and accumulations of more than six inches, the following plan will be implemented.

 

I. The Town owns snow removal equipment, has personnel trained in the operation of this equipment and is capable of removing snow, except under the most severe conditions.

 

II. Under the most severe conditions (Town is unable to maintain safe travel lanes in a reasonable amount of time) $2,500 of the Town’s road maintenance fund has been designated for outside contractor assistance.

 

III. Authorization has been granted to pay Town employees overtime during storm conditions which meet the criteria for initiating phase I and II of the snow removal plan.  Town personnel will implement phase I of the snow removal plan as directed by the Public Works Superintendent. Town personnel will implement phase II of the snow removal plan when the snow reaches six inches or before if directed by Public Works Superintendent.  Town personnel may be directed to sand streets and intersections during storm events with less than six inches of precipitation when hazardous conditions exist.

 

IV. A prioritized, phased plan has been established for the removal of snow. Following is a definition of Phase 1, Phase 2, and Phase 3 conditions:

 

A. Phase 1--There is a measurable accumulation of snow in historic downtown Minden. The Public Works Superintendent may order snow removal and sanding by Town personnel, without any specific accumulations of snow, if in his professional judgment conditions warrant.  
B. Phase 2--Accumulations of six or more inches.  Action:  Town personnel authorized, under the supervision of the Public Works Superintendent, whose judgment is final, subject only to preemption by the Town board chairman pursuant to Section V to remove snow from major arterial roads through downtown Minden and its subdivisions (See Page 4 Phase II roads.)


C. Phase 3--Accumulation of six inches or more on the ground and a 50% or greater chance of more snow predicted within 12 hours.  ACTION:  After phase 2 in the opinion of the Public Work Coordinator is completed, all secondary roads will be plowed during normal working hours.  Employees’ schedules may be changed to allow this work to be completed without the Town’s incurring overtime costs. See page 5 phase III roads

 

V. Implementation
A. Monitoring--When storm conditions exist, the Town will monitor weather reports, take measurements at various locations around town and maintain contact with the National Weather Service.


B. The Public Works Superintendent will determine when to implement this plan and when to hire an outside contractor.


C. The Town Board Chairman is empowered to implement this plan in full or part upon determining the need for remedial action, whether the conditions in Section IV exist or not.

 

VI. Procedure of Removal
A. The historic downtown area will be kept reasonably clear of snow and ice.  The snow will be removed from the sidewalk from the 5th Street intersection to the 4th Street intersection, and on the street from 5th Street to Highway 395. After regular work hours, the Minden Maintenance Technician Lead has the authority to call in the employee on standby to remove the snow both from the sidewalk and the street.  During work hours, the snow removal will be coordinated between the facilities maintenance crew and the street crew.


B. Major and secondary roads--snow will be plowed to the center of the roadway.


C. Intersections--will be cleared of snow to allow for safe turning from all directions.


D. Dead-ends--snow will be piled on all dead-end streets. Cul-de-sacs--snow will be piled in the center of the cul-de-sac, with a drivable path of travel being maintained around the outside of the roadway.


E. All snow will be removed in a safe and timely manner according to the established phasing plan.


1. The downtown business area will be given top priority. Snow will be removed from the center of the street as soon as time reasonably permits.


2. Snow removal in residential areas will be performed according to phase II plan. 


F. Request for special assistance will be considered on a case-by-case basis, with the Town board chairman making the final decision.

 

VII. Sanding of Streets
A. Sanding of streets will be implemented when icy conditions exist


B. Action required.
The Public Works Coordinator or Maintenance Tech Lead will determine when sanding operations will be implemented.


C. Priority.  (Sanding)
All of the main arterial roads leading in and out of the Town’s subdivisions will be given priority. Intersections with Highway 395, Highway 88 and County Road and the following streets will be completed first.  Sanding will occur at a reasonable distance before all stop signs:

8th Street
10th Street
Mackland Ave
Olua Street
Mahogany Drive
Ironwood Drive
Lucerne Street
Lantana Drive
Bougainvillea Drive
Lucerne Street and Mahogany Drive Curves
Esmeralda Ave from 5th Street to Highway 395

Upon completion of the above-listed streets, other intersections will be sanded on an as-needed basis.

Extreme conditions may warrant additional measures to deal with icy conditions. These measures will be determined by the Public Works Superintendent.

 

VIII. What the plan does not provide:
A. Routine snow removal.


B. Clearing of sidewalks, driveways, alleys and designated trash enclosures.


1. Homeowners and business owners are responsible for clearing snow on the sidewalks and driveways.


2. Business owners are responsible for keeping dumpster enclosure areas cleared.  Failure to do so may preclude refuse pickup in a particular week.


C. Removal of snow from private roads and parking lots.


D. Hauling of snow from Town roads.

 

The purpose of the plan is to assist people, not impose upon the Town any legal duty whatsoever.  Snow removal is a costly procedure.  It is money spent on a problem that will eventually cure itself.  The Town is committed and will make every effort to keep the streets safe and possible.  However, this does not and cannot warrant or guarantee to any resident or, visitor to, or business operated within or to any person within the Town of Minden that any of the above-mentioned conditions will be achieved or that any condition of cleared streets will exist or remain in effect for any period of time.


VIIII.  It is not permitted to remove snow from private property and pile it on a public roadway. NO EXCEPTIONS.

 

X. Upon a finding of good cause to do so, the chairman of the Town board may authorize a reasonable departure from the provisions of this plan, or call an emergency meeting of the Board.
